Jim retired from the US Navy in 1997 after twenty years of service. The last six years of service were spent in the military instructional field. From 1994 through 2000, he worked in Team Dimensional Training and the Collaborative Development of Expertise. Working with Industrial and Organizational Psychologists he garnered extensive experience in Team Training and Debrief techniques and the Collaborative Development of Expertise between instructor and student. Jim is a cited contributor to the book, Decision Making Under Stress: Implications for Individual and Team Training, Smith-Jentsch, K.A., Zeisig, R.L., Acton, B., & Mcpherson, J.A. Team Dimensional Training, Washington, D.C.: American Psychological Association. He has written many articles in national and regional publications. He developed training tools and Standard Operating Procedures (SOP) used to train the Officers and crew onboard ships as well as developed the first course to instruct navy afloat trainers. In November 2003, he was hired to be the Technical Training Coordinator for the Union Sanitary District, a wastewater utility. He developed an integrated Training System that is used for the training and qualification/certification of employees called the Competency Training System. In 2011, the Union Sanitary District was awarded Training Magazines TOP 125 Global Training Organizations. The system is designed to train employees to complete routine and complex tasks to established standards and includes Train-The-Trainer and Assessor qualifications. The system is tailored to the unique operating environment experienced by each customer. This includes plant operations, maintenance, electrical, instrumentation, collection systems, and heavy/light equipment. Jim has extensive experience in the integration of the training system into the Long-Term Staffing, Succession Planning, Balanced Scorecard and Strategic Plans. He is routinely sought out to speak on the topic of training and training systems and he has spoken on the topic of workforce development and training at many conferences.

 Jim Martinez has over twenty-five years of experience as a senior financial executive with extensive background in financial modeling, strategic planning, and execution. Jim held senior management positions, directing operations, information systems and business development including that of Controller for PLX Technologies (PLXT NASDAQ), Controller & HR Administration for the Budweiser Distributor in Silicon Valley, COO & CFO for L&M Technologies, Inc, and Consultant for Applied Materials (AMAT) in the implementation of Oracle.

His experience spans both the public and private sectors including extensive contracting and audit experience with both state and federal organizations. Jim experience includes Human Resource responsibility which he developed a long-term plan for gathering company intelligence. He has an MBA from University of California at Los Angeles, and a BS in Business Administration, from San Jose State University.

Practical Experience

Catherine has over twenty years experience in workforce development and training systems. She has eighteen years experience in wastewater treatment, industrial waste compliance programs and storm water pollution prevention to include sampling, inspection, and enforcement. Catherine managed the Wastewater Education Technical Training team in the development of competency-based training for treatment plant operators, maintenance mechanics, electricians, and instrumentation technicians. She supervised the development of over 100 operating procedures across the operating groups in water, gas, and wastewater. She supervised the development of technical training courses for plant operations, maintenance, and collection systems. Catherine was responsible for the development the tailored Train-The-Trainer course for all wastewater trainers and assessors at the San Francisco Public Works Commission (SFPUC), Wastewater Enterprise. She worked closely with management and supervisors to develop a utility safety program which supported compliance with Cal-OSHA and federal safety mandates. Catherine prepared, revises, and managed the Sewer System Management Plan (SSMP). She has experience in engineering design, construction, and operation in underground utilities including sanitary sewer, stormwater, potable water, recycled water, and joint trench facilities.

Practical Experience

Tom has over seventeen years’ experience in water, wastewater, and treatment plant operations. He was the competency training initiative program liaison for the San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise. He worked with management, workforce, and consulting firms to deliver the first competency-based training system for Treatment Plant Operators, Maintenance Mechanics, Electricians, and Instrument Technicians. Tom developed over one hundred operating procedures for the trades. He developed and supervised others in knowledge and skill competencies which included applying standards to the competencies. He assisted in the development of the first competency assessments for the workforce and the subsequent tracking of qualifications based off of the assessments. He developed systematic processes to discover and analyze human performance gaps. He has extensive experience in OSHA, Cal-OSHA, and federal industrial and safety compliance and training requirements. Tom has experience in underground utilities including sanitary sewer, stormwater, potable water, recycled water, and joint trench facilities. He managed complex engineering design and construction projects as well as program management for sanitary and storm water regulatory compliance.

DiAnn Walker

Ralph Stevens

Operations Reliability Commissioning Analyst Safety/Operations/Maintenance/Electrical/Instrumentation

 Ralph retired from the Chicago Metropolitan Water Reclamation District after thirty-two years. He was the Electrical Systems Manager upon retirement and supervised seventy employees. After retirement he began consulting and travelled around the country providing training and consultation on all facets of industrial operations. He is a Certified Maintenance and Reliability Professional, and holds certifications in Maximo/ Mainsaver CMMS, Electrical/Instrumentation Grade 4, Mechanical Technologist Grade 3, Wastewater Operator Grade 3, and Collections Grade 1, and Water Treatment and Distribution Grade 2.

He is a Certified Electrical Safety Management Professional, one of only 315 people nationwide. Ralph also holds a certification as a Certified Asset Manager Auditor for ISO 55000, one of only 67 people nationwide. He is a certified trainer in maintenance reliability, electrical (including NFPA 70, 70B, 70E), instrumentation, Emerson Control Wave PLC and VFD installation trainer, safety (including HECP/LOTO, Fall Protection, Confined Space Entry, OSHA 10, OSHA 30) and Maximo enterprise management systems. He provided training and consultation to both private and public agencies nationwide while employed at TPC. Ralph provides a wide range of consulting services that are tailored to the unique systems and equipment of each customer.

Danny Smith

Senior Technical Analyst Maintenance

Danny Smith has over 30 years in Aviation Maintenance technology and treatment plant mechanics. After completing four years in the U.S. Navy in service and repair of all Squadron aircraft, he attended Gavilan College and received certifications in F.A.A. Air Agency Technology studies and licensing in Airframe and Power plant maintenance. In 1982 Danny joined the City of San Jose and worked in Fleet vehicles maintenance before transferring to SJ Water Treatment Plant as a Plant Attendant, worked as a plant attendant for two years then advanced to Plant Mechanic where he performed maintenance of all process related equipment, pumps, motors, and pretreatment/primary/secondary/solids/tertiary equipment. He has extensive experience in the Machinist trade that includes:
